Establishment of a Unified QR-Based Passport Verification System

The Union of Progressive Micronations currently lacks a unified, secure, and verifiable method for validating passports issued by member states. Traditional machine-readable systems are not suitable for micronational use due to cost, infrastructure requirements, and lack of real-world border deployment. To address forgery, identity misuse, and document fraud, a digital-first verification mechanism is required. It is proposed that UPM establish a Union-wide QR-based passport verification system managed at the federal (UPM) level. Each UPM-recognized passport shall include a QR code linking to a UPM Central Verification Portal, where the live status of the document can be confirmed. UPM shall operate a central verification database and website: Each issued passport shall be assigned a unique, unguessable verification token The QR code shall link directly to the verification page The verification page shall display: Issuing member state Passport number Holder name Document status (Valid / Expired / Revoked) No biometric or sensitive personal data shall be publicly exposed. UPM Responsibilities: Host and maintain the verification system Control token generation and revocation Ensure system availability and neutrality Member State Responsibilities: issue passports domestically Submit required verification data to UPM Integrate the provided QR code into passport design Security & Benefits: Instant revocation across all member states Zero reliance on specialized hardware Fraud prevention through live verification Equal access for small and large micronations Reduced administrative overhead Implementation Adoption shall apply to newly issued passports Existing passports may be updated during renewal Technical assistance may be provided by experienced member states during rollout Conclusion: This proposal establishes a modern, cost-effective, and secure passport verification framework suited to the realities of micronational governance, while strengthening trust and legitimacy across the Union.

Produce physical $UPMD bills

This is a proposal to design and mint official $UPMD bills for the UPM member states to use physically. By doing this, the $UPMD can be more wide spread and more recognized world wide. It's also possible that this could open opportunities for non-members to accept the $UPMD. Each Member will get a certain amount of bills they can print, and most things will be handled by the Central Bank. This does not mean that production will start immediately, it just means that you agree to approve the idea. There isn't a design yet, but it will be representative of the UPM.

The UPM Micronational Safeguarding Agency

This is an Agency to help keep citizens and visitors in micronations safe. One proposal in another organization I did (which never went forward) was the Government Website Safety Grading, where websites are rated from Grade 1 (Excellent) to Grade 5 (Extremely Unsafe). This survey should be done every year, and maybe a minor checkup every month. This agency could also grade other things and take action accordingly. Government Corruption (if democratic), Crime rate, etc.. Not only could this help people inside of micronations but also the micronations themselves become a safer place.
